the card no. 10 - wheel of the fortune has 4 symbols which refer to the 4 evangelists: matthew, john, mark and luke. nothing to do with astrology. they are consistent with tarot de marseille religious divination.
Thinking of the fool as the beginning AND the end of a spiritual journey really does drive home the cyclical nature of spiritual development. At the end of a journey, you feel like you've got everything mostly figured out, like you're more or less a rough approximation of the person you're going to be for the rest of your life. Your past self seems foreign to you, surely the new you is here to stay, right? Surely the rest of your spiritual development will be spent fine-tuning this current, complete version of yourself. Fool that you are, you think your journey is nearly complete.
