overall, id say the new surge isnt really OP. its 1st move does allow u to extend multiple times, but 1. the puddles barely deal any damage so u will still need to use extra moves to deal a good amount of damage quickly (as shown within the video), and 2. the placelock can lag and cause the opponent to basically teleport out of ur combo, which makes it inconsistent and therefore an unreliable move. the 2nd move sounds good on paper, its a long range 70k damage place locking block break, but the hit-box that block breaks is super tiny and its basically impossible to land on a moving target. its hits can also be delayed, meaning ur opponent can use a move before the move actually "lands." the 3rd move is probably the worst out of the 3. it deals good damage, but outside of that there isnt a real reason to use it. the bloodline has some potential, but the 1st move is too inconsistent, the 2nd move is too hard to land, and the 3rd move just isnt good.
i think if u used flame toad it would be op since when u stun them with the surge u have alot of hits and time with m1s. this means flame toad would do alot of burn dmg

This move-set doesn't have reworked senko storm, meaning it loses a lot of its potential combo starting potential, and even its q spec doesnt block break which also sucks. it has a few moves that can be used to potentially mix up ur opponent, like dagan and wanziame, but minus that its just kind of so-so. Combo Potential: Slightly Above Average You'd think this would be better considering this moveset uses surge 1st, a move that can effectively be used to combo extend 4 times. however, since the move can lag and allow ur opponent to basically teleport out of ur combo for free, it is inconsistent. besides that, most of the move-set's extenders are pretty normal, and a lack of moves like dagai wire and shiki hurricane means u dont have any non-autododgeable combos. Punishing Potential: Above Average This move-set has a ton of quick moves that can punish opponents, such as surge 1st (even with its issues), water ken q spec, cement 1st, raikiri, dark jokei 1st, and dagan. you might not be able to start combos on ur own very well, but baiting ur opponents into combos is a lot easier. Pressure: Average as stated earlier, this moveset doesnt have many block breakers, which hurts not only its combo starting but its pressuring outside of combo starting. a lack of moves like maru daggers and reworked senko storm further hurt its pressure, although it still has some stuff going for it like dark jokei 1st, dagan, cement 1st, and wanziame. I-Frames: Slightly Below Average it literally only has one i-framing move, but most movesets at most have 2-3 so this isnt that big of a deal. Usability: Slightly Below Average the moves within this moveset arent really hard to use individually, but considering how ur combo starting and pressure arent very high u will need to chain moves a lot if u want to consistently start combos, which requires at least a decent amount of game knowledge to perform successfully. Range: Slightly Above Average once again, this move suffers by not having stuff like maru daggers, dagai wire, and reworked senko storm, but it still has a decent amount of range going for it. most of its moves have at least some range to them, while some having a pretty high amount. Resource Costs & Cool Downs: Slightly Above Average This move-set is mainly chi based, which means it doesnt really drain ur stm too much unless u spam chi dashes, and the moves used also dont drain much chi so ur good in that department. Mode(s): Average dagan's mode has some potential when it comes to pressuring opponents, but for the most part the mode doesnt have much going for it. its c spec is pretty good, but honestly if u can stay in the air for awhile and attack from a distance it isnt too hard to counter. not having a z spec slightly hurts the moveset, as not having more options can suck, but it isnt too big of a deal. Summary: overall, this moveset has a lot of pros but a lot of cons. its far from ur average moveset, ignoring the rating, due to the fact it has a lot of ups and downs, whereas the average moveset is just all around decent.
