You can actually let the quest giver go to his men, he'll reward you. Once he does if you double-cross him you can still get the reward from Akopyan. 5000 coupons pretty easily, along with his and his goons loot.
yeah, i waited a little longer as he told me there was more, sure enough two goons a little down the hill and he dares make a threat after payment "to not piss him and his goons off". popped all three right there and then. did not like that nasty gig of his... the set-up was strike 1, the final threat was strike 2 and just ensured i wouldn't have to think twice. bastard...
