I don't think it's weird at all tbh. Voice lines would not only be very repetitive as opposed to the more forgettable screams, but they would need to have voice actors in different languages. I think it's different for Ash since it's just one character (unless there actually is voice acting in different languages for him) but if they simply just record screams then they can ship the current game out to any country with basically no worry, all they would need is text translation which does not require talent, just knowledge.
You should do an updated list. Most of the survivors now have their voice actors revealed with the exception of Cheryl, Plague, Steve, and Pyramid Head. You also used Kate's ptb voice actor and not her current one.
