It was a lot cheaper than what the transcript service websites were offering it for. Plus, the google reviews for the 3rd party transcript services were mixed and I decided going directly was a better option. If you're still in India you can try it, better call the University before hand to get the details.

But if your university doesn't mail them directly, you can still order additional transcripts from them and mail it to the US university yourself using your Indian University as a from address. As long as your transcripts are sealed by your university, you should be fine. Once contact your US university as well, they may have specific guidelines.

Yes you need to pay the fees to WES for getting reference number and submit the WES Academic Form alongwith Transcript application in University. University will send your transcript to WES mentioning your reference number in the covering letter.

There's a separate column for No. of Attempts. There it will be written that you passed in the 2nd attempt.
