Yeah, strategy games should absolutely include peace-talk negotiations. You shouldn't need to conquer every bit of land your enemies hold. You just need to prove that fighting you will be more costly than peace, and that victory is impossible. Allowing you to negotiate an end to the fighting without further bloodshed. Basically simulating morale. If you're consistently winning battles and gaining ground, it should give hope to your own people and despair to your enemies. While stalemates should encourage both sides to pursue peace talks, as they feel they're wasting lives and materiel and gaining nothing. But the player should also face the exact same pressure. If you're losing rapidly or consistently, then morale should tank and you should face internal pressure to surrender, or risk being deposed. Or spend resources to try and bolster morale, such as on propaganda, or on authoritarian domination of your subjects. Or you might try launching flashy offensives, to try and get some kind of win and prove you've still got teeth (see: The Battle of the Bulge, and Ukraine's current Kursk offensive at the time of writing). In real life, morale in battles and wars is very "swingy", and highly dependent on momentum. Consistent wins and consistent losses establish trends in people's minds. Stalemates feel pointless, and reversals are surprising and disruptive. Having the player engage with that psychological reality would make the politics of these games feel much more realistic and human.
japan and the soviet union had a non agression pact so that the ussr could focus on europe and japan could focus on china. near the end of the war, in 1945, the soviets betrayed the japanese and invaded manchuria. he's saying he wants to betray stalin by invading the ussr instead of the other way around
35:30 That's essentially a collaborative alliance/union that the Empire of Japan tried to establish, and it's roughly translated as "Greater East Asia Co-Prosperity Sphere." The general concept of the union is that China and Japan have endured asphixiating military and political intervention from the Western powers in the past few centures (see Century of Humiliation, Boshin War) so it's only natural for them to team up in order to protect themselves from "western imperialism." In reality, this was no more than a means of propaganda to enforce Japanese despotism.
