Those Drowned hurt my Brain mentally when I get killed by them. Then, you loose all your loot scattered in the water! When you try to get them back they attack again. Especially the Drowned with tridents - they are way to OP.
A trident does as much melee damage as an unenchanted netherite sword

Another thing is that he said zombies become drowned by drowning to death despite already being undead.
And also the undead don't breathe so they shouldn't be capable of drowning. I need a good explanation for that.

Here's my interpretation:
A man named Husk, discovered the land of the Mesa. This land was a beautiful mix of desert and plains. However, his village was not pleased, shaming him for leaving their culture and so he cried.
However, a strange mutation began in the water. In the oasis, to be specific. The only water supply the village had. Husk tried warning others of this, but it was too late. The water had already gotten to the village people. When the elders were tired of this, Husk was exiled to the mushroom biome, where he managed to go back to the Mesa and Desert land border. Husk tried his best, but was again exiled to the middle of the ocean where he couldn't escape. Husk tried his best, but in soaking wet clothes, it was just enough. The water began pulling him down at midnight, and Husk didn't have the energy to go back up. He tried his best but the friction of the bubbles underwater just made it worse. He tried calling out for help, but after almost 5 minutes of underwater pain, he passed out.
He woke up a few hours later, and the next time it happened - his oxygen supply ran out. He couldn't go to the surface for more, and passed away.
His village people decided to move to the Mesa for an emergency after 4 years. They had thought Husk had given up and lived in another far away place, so they tried to reach him, but most people passed away in the same fate, but a man from a far land called Ryde broke the cycle.
Ryde didn't drown and die like the other people, but he suddenly felt..okay..You see, Ryder had a special mutation due to the water in the past that made him grow gills. Ryder was unaware of this, and didn't drown. Instead, he was partially dead. He couldn't see anything, and went blind. He lost memory, and almost all senses. He is the only man confirmed to not die looking for Husk. However, he became a drowned. Now, Ryder and Husk's story are considered taboo because they show how careless the village is.

I feel like husk and drowned aren't names but just nicknames given the mobs the same way ancient people would describe an animal they don't have a word for by its traits.

I need to point out something though.
You said the zombies actually drowned to death and reanimated as Drowned but there are two problems with that.
First: they were already undead so dying should not apply to them.
Second: Zombies, being undead, should not need to or be capable of breathing and therefore should be impossible to drown.

Bruh ocean ruins are full of drowned. That's why it's dangerous to try to loot one, especially early game.

Zombies could be cured eventually but atm the game doesn't have it in code and has to bring back Human NPC's
lets say that the zombie humans were infected a long time ago so they cant be cured and zombie villagers not that long time ago

even if the first drowned waits for me in a ruin, i would leave it, since they have pretty much not that good loot, tho nautilus shell or trident can be useful for speedrunners
I don't think a nautilus shell would do anything for speedrunners, afterall, they're only good for conduits, which aren't needed at all for speedrunners. Tridents can be useful, but that would require said runner to actually go into the ocean to do so, which would waste precious time
