I dont know why they froze seeing they are good witches. Maybe because they didn't have their powers? But, when they went back in time in season 6 during the 60s, they were still able to cast spells and make potions - so they shouldn't have froze.
Yes, but in season 6 there weren't more than one Piper, Paige or Phoebe in the same time at the same time... though in season 8's finale (spoilers) when Chris and Wyatt come back after Wyatt loses his powers, Chris is still able to orb even though little Chris can consciously use his powers (as shown in the previous episode where he finds Wyatt mentally and orbs him to safety)
Also the freezing doesn't differentiate between good witches and bad witches: it shouldn't freeze witches at all good or bad. In the season 6 episode "Chris Crossed", they were shocked when Piper couldn't freeze Chris until they found out he was part witch, and Bianca also didn't freeze even though she was technically a witch under evil Wyatt's influence so you might consider her a bad witch
Come to think of it, if phoebe had her powers of premonitions since birth, she would've experienced such trauma and anxiety from all the visions she would've seen and not be able to understand them.
@shawnburgess9870 she did, but she was a fetus with low level visions. As phoebe's powers advanced, she was able to feel the emotions of the people in her visions, and it became more vivid and clear. I don't think she would've been able to handle that as a kid. In season 3, when she experienced the suffering of a Native American tribesmen, she was in total emotional distress.
