This is Iranian classical (traditional) music.
That 15 seconds part technique calls Tahrir. "Iranian classical singing,” called “avaz” in Persian, contains the ornament called a tahrir which is composed of a chain of tekyehs. A tekyeh is a fundamental frequency gesture that quickly increases and then decreases. Performing artists produce different patterns of tahrir during their singing."
The instrument is Kamancheh which is an Iranian bowed string instrument used in Persian music.

Original Iranian music is very beautiful, it is very soothing and the people of the world really need to listen and enjoy. Like the Persian gardens known as the Garden of Eden, Iranian music is the voice of heaven 🌹🌹🌹
This is traditional music, we usually sit and enjoy listening to it... :) The Iranian traditional music is usually a multi-layered instrumental and poetic fabrication so you need to sit, absorb the words and clear your mind with the instruments (this includes the vocalist's voice as well).
Del means heart...saying: oh my beloved make your heart as one to mine, and if I ever deceived you, only then complain.
This music was recorded for a movie, Homayoun (the singer) told that at first we were thinking of a calm and sort of meditational thing, but later, Sohrab (the guy with the instrument, he is also the song writer) came up with some "naughty" ideas as a songwriter and this song is result of those ideas and its pretty awesome

Good to know, His father (Mohammad reza shajarian)which just passed in a few weeks ago ( God bless him) was the biggest technical vocalist of traditional Iranian music. He was (still is) the legend.
And he has lots of years of training with that legend and he just brings his father's technics to some more modern traditional Iranian music and lyrics to the new generation of people like us.

Nice reaction dude! He's from Iran as you know by other comments. He's dad was a legendary grand maestro named Mohammad Reza Shajarian. He passed away a while ago. You should check more of this father and son. They have some amazing duets
