What this is doing is clearing out the errors (data packets that have failed to go, or were corrupted) that have built up over that time. It is indicitive of trouble on the line causing interference.
The balancing on those osutzu is baffling tbh. With that amount of firepower at such low relative cost to arty they should have literal paper armor, both melee and ranged.

@Turin try unplugging your router, waiting 5 mins and then plug it back in. Usually solves my internet issues. Have to do that every couple of months.
