Animals only have base souls/life source, not a divine soul that can interact with the divine, however when a human soul is reincarnated in an animal, that is an exception, and that human soul is trapped and engarmented within the laws and rules of the animal soul of that specific animal.
@@mimiashford5544 no soul is ever "lost forever". Souls only reincarnate for reasons of fixing previous sins or not fulfilling certain good deeds. Once the human soul is incarnated in a animal, it is cleansed of its sin, and then it might not be neccessary for that soul to reincarnate again and delights in closeness to God in the spiritual realm. However, the answer is yes, God can send a human soul back to a human body even after it incarnated in a previous incarnation into an animal (or sometimes even into plants or inanimate objects). No soul is ever lost, and in general we leave all these hidden matters for God, He knows what He is doing and how to rectify His creations slowly slowly bringing everything to its final destination etc. These matters are His department and our department is giving Him our hearts and working on ourselves etc.
