I find it strange, that the Paledriver isn't part of the fascist vision quest. She choses to relive the heydays of rightwing Mezteque, and the crowning of Franconigro.
She's tangentially part of it. Measurehead says to speak to her to find out what obsessing over the past foes - and if you do you find that she's completely disconnected from the present reality, seeking solace in the good ole days while listening to her stories. In other words, it's too late for her because you can't turn back time.
It’s interesting that Measurehead rejects the idea that the past can brought back or restored since that’s more or less fascism’s main selling point (and greatest lie).
Original Fascism in Italy was also a futurist movement. While it had Ancient Rome larp, it's original focus was to build a "New" Italy, one that is not stuck in the monarcho-parlamentalism of the past. But mostly yeah, most of the fascistic movements are using some past backdrop to base their ideals and vision of the future on, that's for sure. Regardless how different it was.
Fascism, at least in Italy, viewed itself as a "Progressive" Idealogy that wants to change things. (Not in the same way as liberalism, but wanting to change society in general) They looked at the past with some admiration, but they still thought some things were not worth keeping. The idea that the heavily relied on the past is only partially true and has been used for modern political reasons.

So I think what we learn about this guy is that his overbearing hypermasculinity is because of his father that beat him? Perhaps he wishes to become the masculine figure that was never there for him as a child.
Also heavily implied he's a closeted homosexual. He hints that he can't get it up with the white women in his harem, uses semen retention as an excuse, and makes special mention that his father kept him from being a "complete pussy", probably by beating him down.
