Problem there is it’s too much vertical element and not enough, if any, horizontal stability. Tie backs, soil nails drilled into the side would have done the job. Their basically big long steel rods, some 30 to 40 ft long, inserted at a 15 degree angle into the wall and the soil behind it and filled with grout holding up the wall. Without horizontal stability, failure is imminent. I personally would never have entered that excavation, and whoever excavated it should have known better
