His obscene violence has an end goal as opposed to personal satisfaction: developing the society he lives in to become more self-aware and less focused on pointless tasks. It makes the scenes where he's enjoying the torture more satisfying, since he's not only risking prosecution by doing so, but he genuinely believes he's making the world a better place. Even if he isn't.
