It’s a skin condition. If this was wax, it wouldn’t be centralized to just the scalp. It’s not dandruff it’s a skin condition called seborrheic dermatitis. This is obviously a severe case built up over time.

Because the video has clearly been faked and they're attempting to make the condition look super bad in order to garner an audience. You see these same types of fake videos where they scratch all kinds of supposed 'insects' such as maggots, that have made a home on someone's head.
First of all, she needs a wire-tailed comb to part through that. Secondly, she's not being very productive in getting that stuff out of that poor child's scalp. She would've been the heck out of my scalp a very long time ago. Either, you're going to do some real scratching. Or, get out of my hair....
