Downward resistance in the consumption expenditure as a result of falling income because greater consumption has been enjoyed is one of the factor that, according to relative income hypothesis, explain the non proportionality of consumption function (consumption function not coming from origin). For any non proportional cf if it is linear (straight line) mpc is constant but apc keeps on declining.
Retail price of petrol include union excise duty and states VAT as this item is outside the ambit of GST. If it is costlier in Rajasthan it should be because of of the state tax (GST).
The graff C=bY does not include the "autonomous consumption" which is free from Income.He has drawn the only Consumption function which depend on income level C=bY.

for APC=1 the value of b must also be 1 but you didnt say that the consumption function C=bY has mpc=1.
