The real question that remains is: If a count can coup but a king can’t do a true coup, what can the count do that the king can’t do that would make the count’s coup true?

Coups can do based on who. Kenku can coup but not the king Kenku. Count kenku can coup, queen kenku can kind of coup, king kenku can coup if the predominant ruling system is a nominal monarchy and they are overthrowing a system, because that's deposing the ruling poweroo.
