To get the dart subtract the bust from Underbust and divide the answer by 2.

Bust point is 12.5 / 46 circumference
Under bust length is 16.5/36 circumference
Is it the circumference or the vertical (length) I should deduct to get the waist/half length dart?
The difference between my bust point n underbust length is 4... 4/2=2
The difference between my bust circumference and under bust circumference is 46-36=10/2=5
Which of these is determined my waist dart?

I use 1.75 for bust 32, 2 inch for bust 34-36 ,2.5-3 inch for bust 36 and above. But it depends on the difference between the bust and under bust.
For the Armhole divide the Armhole by 2 then you will take the 1,5 dart. This 1.5 is what I use most times
My armhole is 9.5/2=4.75
Then I'll come down by 1.5 from the 4.75....

What is the bust and Underbust circumference?

I think this shoulder to Underbust is not correct if the bust point is 14 then the Underbust should not be more than 18 then the half-length should be 20 or 21
You can still use 2inch for the dart while making the bustier
