Mearsheimer ( in his book Tragedy of great Power poltics ) .The anarichal ,self - help system compels States to maximize thier relative power positions as they can never be sure of other states intentions . Before COVID - 19 China was in a position to overtake US reason behind was US attitude towards EU ( there was a trade war too btw US and EU countries ) , US Attitude towards India and it also affecting it's intrest GSP , CATSA , and blaming India for providing more subsidies to agriculture sector , and India too in retaliation imposed tariffs on certain medical items. In btw Attitude towards its NATO Allies criticism of EU countries such as France ,Germany . France , Germany and other European countries was moving towards Russia and China influenced could also seen . But after COVID - 19 condition has changed . China political system and it's domestic problem such aggressive approach towards Hong Kong , and ughur muslim in Xinxiang province ( we can say before COVID - 19 countries such as Australia , France , Canada and US passed an agreement to give special treatment to Ughur muslim community and blaimed china action against them ) , and actions towards South china sea and Australia and Indian government blaimed china for surveillance Indian ships in thier territory . And COVID - 19 also exposed china attitude . In recent UN general assembly meeting France clearly said China should not understand that they can break it's relationship with its allies ( US) . So with this we can said china too can not be super power . Second Apart from US , China , France from European, India from Asia , are taking active player in world politics so we can said world is moving towards multilateral order .
