He alluded to former LC5 c/man of Rakai District the late Emmanuel Kamunaana as part of Banyarwanda as Mr Higiro. For correction, the late Kamunaana was pure munyankore. The Problem is the Uganda 1995 constitution which pronounces Banyarwanda as a tribe in Uganda. I believe they don't qualify to be called a Tribe but rather the politics of the regime wanted to use them as numbers in elections only.

That means she has contacts in Bufumbira that can be verified. Once your name looks Rwandeese, the verification process kicks in. She probably passed the test at immigration. The language is the same, but perhaps she has relatives in Kisoro or she grew up.from there
