Fact: during the development of VC and SA, there were pilots piloting the police chopper. It was removed to save the game memory and improve the optimization.
Same goes with Vice city. Me and my cousin discovered it like 5 years ago. I was shooting the rotor of Vice city's helicopter with a minigun and it came down much faster than when you shoot the other parts of the helicopter. In GTA SA, I was shooting the rotor of the helicopter with an SMG(MP-5) and the helicopter came down faster than when I shot at the other parts of the helicopter. That's how much effort Rockstar games put in their games
Well, you can actually shot down the helicopter in San Andreas with one shot. Just shoot at the place where main pilot's head would be (it's on your right if you face it at the front). Heli will go down just right after the shot.
A suggestion use the music which is used from 11:20 its better than the previous one which was used for the whole time. Oh also you can kill the pilots in gta vc and gta sa don't know why it didn't worked for you..
