I think the people who were organising this panel thought "Let's just add black guy into mix so no one would say white people discussing about african country". The ambassador (which is more interested in US interest in Somalia than Somalia it self) and the lady have more complex view on Somalia, although I personally liked the points in which the Lady put forward and I want to answer her question. The reason that clan discrimination largely isn't found in Alshabab is because the biggest identification and the most important identity marker in Alshabab is muslim identity. I must quickly add that I am very much against Alshabab brutality, but there are somethings that we can learn about them. In my humble opinion Somalia problems can not be solved unless we incorporate our Islamic values in to our goverment, only then we can get rid of corruption and clan discrimination.

Some panel members have visited by going to a small isolated island built by the so called international community. Somaliland and Somalia united as two countries in 1960 after 30 years of failed union and a 20-year-old dictatorship regime. Somaliland ended the union in 1991. In 2000 Somaliland democratically voted to end that union. After that Somaliland have more than 6 Democratic elections, the last one happened in 2021, and the opposition coalition won the leadership of representatives.

Firstly, Somalia is an inherently colonial project, even the name comes from the colonial name given to it by the Italians: Italia Somalia.
Secondly, Somali society is divided into 6 clans or "paternal lineage groups”. Since earliest times, each Somali clan has been at war with another clan. Each sub-clan is pitted against another sub-clan. Somali society centers and thrives on clan warfare and clan rivalry. Being a nomadic country, there were often disputes over land, grass, water, animals, etc… adding to clan rivalry.
This has never ended. There has only been a single pause in this. When the Middle Ages Somali General Ahmed Ibrahim managed to unite the ever-warring Somali clans into a single fighting force and lead the Somali conquest and annexation of the Abyssinian Empire.
