You can go for cheap but reliable, pre owned office laptops, IT companies generally phase out 4-5 year hold hardware. You just need to find a dealer who deals with these systems. You can get fairly decent specs on the older laptops too, i3/i5 from 6th gen to 9th gen.
It would have been interesting to compare a ultra cheap laptop like that with a tablet of the same price, I bet the tablet is a lot more enjoyable to use and last longer in battery.

You've mentioned windows 11 license to cost 4000 which is not the case for OEM keys which these companies use. Although it is very cheap the only disadvantage is it doesn't have Microsoft support and it is not reusable as it is registered to the motherboard.
