5 pre-requisite for Allah to accept tawbah : 1. The person should accept that what he is doing is wrong. 2. He/She should immediately stop doing that wrong thing. 3. He/She should seek forgiveness of Allah subhanwatala . 4. He should not commit that crime again. 5. If he has taken something from any other human being and can return it than he should return it back. If he can undo the harm he should do that.

You should make repentance to Allah as he forgives all sins. Then speak to the person who you owe the money and talk to them. Try your best to help them and pay them back in any way possible. and Allah SWT knows best.
And if not that you can repay them, then go to them ask for them to pardon you. Try to find other ways to pay them back. By doing things for them, come to a compromise, start giving in small amounts, etc. But the important thing is to confront it. One must fear the dua of a person who was treated unfairly.
Listen to my hadith. Allah will forgive everything. You don't pray it is up to Allah to forgive you. You don't fast in ramadan it is up to Allah to forgive you. You drink alcohol, womanizer and gamble, it is up to Allah to forgive you. All the above are between you and Allah. . . But the only thing Allah cannot forgive you is . If you have cheated any person of there money. If you cheated your family people in property matters. If you have caused pain and suffering to other people because of your actions. All the above Allah cannot forgive unless the people whom you cheated and caused pain and suffering don't forgive you. So first and foremost ask forgiveness from all the people whom you cheated or caused suffering. And once you settle the dues of all this people then you can turn towards prayers, fasting, charity, Hajj etc to please Allah subhan wataallah and seek his forgiveness..
Ask Allah swt to help you out of that situation constantly and forgiveness... and once you feel that you can control yourself, don't look back ask forgiveness while making dua while in sujood.. promise Allah that you'll never do it again

What if a person is financially bankrupt and he is not able to repay the money than in this case my tauba will not be accepted?

Taubah Astaghfirullah
Listen to my hadith.
Allah will forgive everything.

Keep trying make Taubah and if u fall into it again just repent again. Allah forgives all sins
