10:35 I find it unusual that sometimes a railroad crossing would activate for a hi-railer, but sometimes they don't. Are they also exempt from honking their horns?

Hi-railers are considered MWM, maintenance of the Way, they are not classified a train in any way and are exempt from using horn signals at crossings. Usually Hi-railers cannot activate crossing circuits due to the rubber tires, that crossing may be electrically rigged to operate by remote control.

What is amazing is the lack of thought that goes into designing these crossings, especially the ones with multiple tracks, running on an angle, covering large areas of paved road. The too close interaction of rail & vehicle in the street shouldn't make you wonder why more incursions don't happen with the trains. It would make more sense, that the less interaction and the reduction of close proximity with trains would drastically reduce these incidents.

That cantilever is a signal bridge. It is mounted that way due to the ATN Railroad passing underneath.

On 4:13 why did it sound like a steam engine
That crossing has a speaker system in place of the train's horn. When it was installed they chose to play the sound of a steam whistle.
I like some of the old school crossings where they put a guardrail around it to keep people from driving into the things and knocking them over 🤷🏻♂️🙄😂😂🤣🤣

There is a sign on the cantilever behind the camera. They added a crossbuck more recently to that mast.
