Theres multiple factors to consider. Teams is the biggest one: Aglea is running sustainless, and if you don't want to rely on RNG to keep everyone alive, you'd need to replace someone, and none of the options are particularly fantastic. Robin? Huge DPS loss, and action forward value. Sunday? No chance. RMC? Less damage from both Robin AND Aglea, but most likely the best candidate. Meanwhile The Herta can just replace any of those follow-uppers with someone like Lingsha or Aventurine, without sacrificing major amounts of DPS. Both are strong in their own right, but there's outside factors to consider. Imo, The Herta is easier to have consistent runs with, but Aglea has explosive damage.
bcs aglaea already has a team or a specific set of characters tailor made for her. there's no longer room for improvement. meanwhile, therta's BiS is not even jade (jade can easily be replaced with serval or mini herta), but somehow she's still dealing the same damage (more or less) as aglaea. she's defo getting the acheron treatment. getting released, then their BiS partners (jiaoqiu for acheron, and for therta probs tribbie) are released later on.
At e0s0, I'm pretty sure its The Herta. Acheron has a very needy team so you'll need JQ at the least to make her work efficiently. I don't have a direct comparison though, so I'm curious what others here will say.
depends on what you’d define as ‘better’. therta is much more flexible and is easier to build an f2p friendly team for since supports for double crit aoe dps is way easier to fulfil than debuff creation while supporting crit. not sure about clear times or damage ceiling/floor though. i believe at 42 stacks herta has higher multipliers? the only thing that acheron has over therta rn from what i can see is easier sp management

can you try it in MOC? The Herta, RMC, Serval/Herta, and sustain?

There's a variety of factors, Acheron would excel better at ST scenario and Herta would be better at AoE
