He's more like, programmed to do that because it's God who controls everything like a puppeteer, apparently from what I heard is Canon that every new Anime adaptation is the world that get re-created again and the events are programmed to happen everytime the world get re-created but every action is controlled by the strongest being of everyone, God itself.
God created this eternal timeline of Akira and Ryo having to fight everytime but it always end with Ryo realizing too late his feelings for Akira and winning the war against him.
In fact a lot of past Devilman pretty much had the same plot with slight difference, which is the classic difference between every new recreation of the world.
I don't know if it's actually true but I remember reading that it was confirmed that every new season or readaptation is the world being re-created after the apocalypse.
