Technically it is. The track moving system rotation, it speed and it front armor makes the Ho Ri Type III a unique a special tank for a Tier X.

The whole point is to deal damage without taking any in return. The Ho-Ri Samurai may have 250mm of armor but most tanks at Tiers 9 and 10 can easily pen that. Along with that, he's a massive target. He's smart to play the sniper role because he can't risk being on the frontline with a massive turretless TD.
