Because the Katana is DANGEROUS like seriously dangerous the Scabbard helps keep it under control. Miyabi all those feats she does? None of that is the Katana its just her pure skill and ability. The only time Miyabi has used Tailless the Katana's power was in the Hollow Zero calamity which is what let her escape otherwise she doesnt use it or it should be more said she cant use it. We still dont know all the details. But we later get examples of it going out of control and her barely able to keep it in check and prevent it from harming others.
