Sir Majority can also set up their institutions. Same goes with minorities under Article 30. In which right or article the Majority of India can set up their institutions of their own choice

Can state regulate the minority educational institution, which takes no aid or recognition from government? Can state regulate teachers qualification, employment, fee structure of that educational institution?
