Voting .. voting is tactic thing people should do that . Voting is not necessary people should wish . It is moral obligation . It depends on person state can't do punish for that .
State it is the sovereign authority which have permanent population , boundary and ability to maintain relation with others . Political obligation .. it is the thing that person followed such as laws and command of state . Civil disobedience .. when people refuse to follow the command and laws of the state and this can be justified on the claimed that it is non violent .
Why follow these laws and command ?? Content theory .. it based on the theory that we give consent here about many things like if we go to the bottle for eating food we have to give money for that otherwise we did not have to eat food if we can't give money . It is our moral concern about that we should follow these things . It is prudential that we follows these laws and command . And another things like it prevent accidents etc .
Theory of fairness ..it is our duty to follow the rules and command of the state because state provide policies to us so it our duty to follow their rules and command and another one is that whether schemes are right or wrong it is our duty follow the command of stste also bevause we benifitred from.that .

Utilitarians ..state maximises the happimess of the people which means of benifit happens to more number of people so it can be justified .but this is wrong also if benifit of other if one person loose their life that dies not be justified on that because evetyone have their full freedom of living good life .and right to life .
It is our moral duty to follow laws and justice and to do justice in the society and to do right things.
