The actual intended plot of this episode was just to see the characters falling, seeing if they could make an episode with no background for most of it... They couldn't make 22 minutes of content, so they replaced it with three short stories, which actually took more scenes than usual
In case if anyone is curious on how this was deciphered, I think it's a fairly simple cipher where every number represents how far down the alphabet each letter are. (A = 1, B = 2, C = 3, D = 4, and so on)
