I think I figured out why in the Goomba minigame, 00 is closer to 'insert number' than 99 'error' or 'Devs don't know how to count': the number range could have been coded from '1 to 100' instead of '0-99' AKA it thinks you are counting 100 by default instead of 0. In other words, if you do not pick any number from 1 to 99, it assumes you pick 100 (and counting to 99 makes your guess closer than 100), so try to pick '1' instead of '0' to see what happens. Also, 'a terrible, devious idea': in the event that you have to pay coins and/or stars, but you don't have the required amount (especially due to battle mini-games), you put yourself in debt equal to the difference. Then, if you owe even a single coin, you can't buy anything (i.e.: no item shop) or pay for anything such as boos until your debt becomes zero (at 0% interest/ursury/inflation, just the principal and no borrowing). Finally, at the end, you deduct your debt from your 'final stars/coins' (a star worth 20 coins each) to see who truly wins 'debt free'; but if you are still in debt, you still can't buy/pay until your debt becomes zero since it 'carries over to the next game'. So, for chance time (or Bowser chance time), you are in debt to Bowser for the latter and/or in debt to the other player in chance time (thus not making 'missing a chance time' to be worthless).
