@Tasneem Sultan, just look for the butterfly icon. In Photoshop 2019 you don't have to turn it on. The Butterfly Icon is default on. Top tool bar you will see "Opacity" "Flow" "Smoothing" keep looking to your right and you will see the BUTTERFLY! :) That's the symmetry button! :)

It would be nice if you told us what version of Photoshop introduces this feature. We don't all have the latest version.

you can usually tell by how it looks visually if you're a regular photoshop user.
The symmetry tool came out with the 2019 version of Photoshop.
You can also just click on the butterfly at the top middle of the options bar, where the stuff you adjust your smoothing and opacity
