I’m trying to follow this as you did it, but early on, I keep getting the Ivan Burov’s Compromise event way earlier than you are. So early I can’t get Army Contract Credit Programs to pass, so I end up behind on production.

I’d guess luck or those elite divisions being very strong. It seems he just builds defensive and weak divisions to hold the line while all the attacking is done by stronger attack divisions.

I tried this yesterday,and the "Third Empire" decision won't show up,can you explain how to get that?
What i do is
-Tsar Route
-Cap Belgrade pact and didn't puppet them until i get Constatinople
-Refuse Ottoman Peace because i didn't get the Decision
-The game is already in feb 1938

the Belgrade pact has to be capitulated in 150 days and after that you need to occupy Constantinople. If you open the Kaiserreich wiki and look at the bulgarien paths under Third Empire it’s explained again.
