As a Japanese person, when I was a child I literally thought Chugoku region was called Chugoku because it used to be part of Chugoku (China).

The Chugoku reference looks accurate and correct to me, even the kanji for Chugoku-chiho is just the same (referring to China in chinese characters). After all, "China" in Chinese also literally means "middle country", just like Chugoku-chiho in Japan. Definitely a reference to Japan from the 1930s to 1945.
