No, basically no cops are qualified to look at the engine of a random car and determine if it's stock or modified. They just look for any reason to ticket and hope that their victims don't contest and pay up. Take the car to a dealership and request they determine if the car is stock or modified, then take that documentation to court and hand it to the judge. Personally I'd request the court make the cop reimburse me for any lost wages and the cost of the inspection that were incurred due to the bogus ticket, and remember to keep the report in your glove box. If at any time later you have a cop pull you over for the same thing and they don't need the paperwork showing the car is stock, go back to the dealership and request another inspection to show it's still stock. When you go back to court show both reports proving the car is stock during both tickets and inform the judge and cop that a third incident will involve whatever force is allowed in your state/jurisdiction to harassment by LEO's, because at that point it shows clear targeting of you by the local cops.

The short answer is they can tell you to do anything, and it's your duty to follow their commands because arguing with them isn't going to make them change their mind. If they are giving you an unlawful command, you argue your case in court with the judge. As far as the phone goes, asking him to put it down while he is outside the vehicle could be deemed a lawful request because it's 1.) a distraction for both the passenger and officer, and 2.) could be used as a weapon (thrown or blunt), at least both could be used as arguments from the officer's side. Although, he can not legally order you to stop recording, or to confiscate your phone without any other reason (if you are being detained for instance).

“Loud” is subjective. What’s “loud” to that pig may not be “loud” to any other cop in the department or citizen on the street. Cops should be required to use a decibel meter to indicate whether one vehicle is louder than a certain decibel level before just saying “your cars loud, I gotta check it” and then 10 minutes later they leave you with a ticket.
A cop is not permitted to make mechanical assessments. The proper procedure is for the cop to issue a ticket for that vehicle to appear at a government garage to be assessed by a certified mechanic.

I would ask the police officer for his automotive service. Excellent certificate showing me that he is a trained auto mechanic and then I will pop the hood, but other than that, he does not have authorization or probable cause to do an inspection on your vehicle. I'm a Brit, and I was stopped for MY BMW having a loud exhaust. It's an i3. Electric. It didn't take but about 4 seconds for the cop to realise he'd f'd up. 2 am, and I'm the only car on the road. He was obviously after DUI's and needed an excuse to stop me.
I would not comply and I would keep my phone with me. I have zero respect or care for cops.

You're 100% allowed to have a camera in your hands when filming cops. They can't order you to put it down, even for officer safety. Case law exists on this: Turner v. Driver

Okay...they aren't required to actually know the laws but they are fully trained on all the exhaust systems on all the vehicles in the United States of America.
The officer said, "Its the law I'm allowed to inspect the vehicle". A violation of the 4th Amendment right. you need Probable cause, Consent or a Warrant. A loud exhaust does not give this officer Probable cause

Even if the law gives him some dubious right to inspect your vehicle for modifications police still need a search warrant to do it.
Bro Fresh I been watching you for years, let me give you some advice as a law student. Next time and Officer says “Can you do me a favor and pop your hood for me?” you say, “No thank you officer I would rather not do you a favor , I do not consent to a search of my vehicle and I will not be assisting you with your investigation.” All he had you was for exhaust, that is not a state ref, you would’ve got a modified exhaust ticket and been on your way home. Unfortunately over 99% of people aren’t educated on the law just like this situation and this is how people get taken advantage of by bully officers. Now you have to deal with a state ref with is much more inconvenient than a $198 modified exhaust ticket in California.

“Loud” is subjective. What’s “loud” to that pig may not be “loud” to any other cop in the department or citizen on the street. Cops should be required to use a decibel meter to indicate whether one vehicle is louder than a certain decibel level before just saying “your cars loud, I gotta check it” and then 10 minutes later they leave you with a ticket.

A cop is not permitted to make mechanical assessments. The proper procedure is for the cop to issue a ticket for that vehicle to appear at a government garage to be assessed by a certified mechanic.

Cool, so now a cops 6 weeks of training includes a mechanic workshop where they can extort the common folk.
Most people who work on their car did not go to school to become a mechanic. You're really over qualifying mechanics... The guy driving the car is less of a "mechanic" than the cop. He paid for someone else to install his aftermarket exhaust.
To the people saying California, This isn't even in California.
So a mechanic needs to be certified to do state inspections. Shouldn't a officer be required to prove that they have the same certification. Nothing more than road pirates. I get no respect for these guys left. One of them can be bleeding out on the side of the road. I won't even help them anymore
I would ask the police officer for his automotive service. Excellent certificate showing me that he is a trained auto mechanic and then I will pop the hood, but other than that, he does not have authorization or probable cause to do an inspection on your vehicle. He is not Department of Transportation. He is a law official.
As soon as I see your mechanics certification officer.
What I want to know is if that is one of those jerks that love to get everybody's attention with their loud car.
