Time has no bearing on where floods happen or the extent to which they occur. The whole 'one in a hundred year flood' that was peddled in 2019 is nothing more than media sensationalism. This kind of flood could happy every year for 100 years, it also may not happen for another 1000.

It’d be literally infinitely easier to invest in flood prevention infrastructure like Holland has or just not build in flood prone areas.
These kinds of floods will get more frequent because the damn ice caps are melting, we’ve already seen the rivers rising and the banks changing.

Pre positioning assets means sending in emergency services personnel, equipment and resources to areas close to where it's predicted will be hit hard or cut off by the emergency/disaster. They will help warn the community and if needed will help the community evacuate. Crews will often stay in the area to help secure the area, help with rescues, clean up after the emergency/disaster, and help with starting the recovery process and allowing people to return, if possible, once the area has been made safe.
This strategy has been adopted as a result of previous emergencies or disasters and the planning that goes on behind the scenes at every emergency operation centre throughout Australia.
