Background vocals are usually done by upcoming or unknown singers working for the label but also the songwriter if he/she can sing they they'll use them or the original singer can also record their own background vocals. Bebe Rexha is a good example, now a days getting bigger a artist herself but started out as a songwriter with background vocals in other people's songs
