The star of the show!
The crowd were actually screaming their heads off, but it's audio-dampened in this footage (like they do on weekly music shows). In non-official/non-dampened footage, you can hear that the crowd is deafening.
They do the "some general idea of choreo, but open to personal interpretation and freestyle" thing with a lot of their crowd-interactive performances. They'll even sometimes do it with songs that have established full choreo. As you observed, that lets them engage more with the audience rather than just focusing on 1-2-3-4 perfect choreo.
"Is there tongue stuff going on there?" The generally safe answer to this with SKZ is: "Always."

A song I would absolutely love for them to perform live is a B-side off of their Noeasy album, the song is called SSICK and I feel like it was just made to be performed live but they’ve never done it.
