Tempest Hammer is actually 4 damage to the enemy face each turn if their board is empty (so like a 4/3 for 4, which is a decently sizable weapon); it could maybe work as a burn top-end thing, or a midrange weapon to bridge the gap in damage till you get to your heavy burn turns
The dragon reminds me of that one scholomance warrior card that summoned the 3/2 goons at the end of the turn and they attack random targets, but better, and that guy was very strong. Also a good criminal lineup target on curve
Is it though? That guy was able to go face the turn he was played as well as hit multiple minions on board, and he could be cheated out early in big warrior which was the main way he saw play. Also hearthstone power level was lower at the time. Oh, and the 3/2s are better statted so they gave you more board presence. The dragon seems fine but it's just a different card.
For champion of storms in an aggro matchup you could go for turn 2 forge, turn 3 flash of lightning, turn 4 play champion and 0 costed lightning reflex + any other 0 cost nature spells. Its fine to not get giga value off of lightning reflexes vs aggro, and a 3/5 + 2 4/2s with rush is a preeeetty good board play.

Rarran your not thinking big enough. We flash of lightning then play Radiance of Azshara to discount all nature spells by another 1. Also a lot of nature spells are Overload so Inzah also discounts them by 1. Mana is no longer relevant. Shaman is now an APM class. Only the rope and our opponents life total will stop our storms.
Thorim is way to broken. An save to be nerved card. Really yust refilling your overload crystals is good AND drawing X cards? For feggin 3? That Card should cost 6!
2 flash of lightning basically tells the opponent they're fucking dead if the turn swings back around to them
imagine how good it would feel to counter with a loatheb
If you combo the discover card and you're lucky enought you could do 30 damage out of 10 lightning bolts that cost 0

There is a lot of combo fodder in both shaman and mage so far, potentially even rogue. I have the feeling we're going into an aggro vs otk meta

Criminal line up with disciple of golganneth is nutty. If u don't use it on your big minions you can copy it reducing overload cards by 4
