@@da54177 I neglected to mention the size of the drill bit. Start with a small one and go bigger if you need to adjust the pitch. You will have to play around a little to get it right and then sometimes no matter what I do the notes may not be right. I think there are a lot of variables that affect the pitches including the window you cut out and certainly the airway. No two whistles are the same so be prepared for failure. I call my failure whistles, "The Warbler" and they are fun to play too. lol

What brand of wood burning tool are you using?
It's called TRUArt Stage 2 Dual Pen Woodburning Detailer 60 W Tool. It's not cheap but you get what you pay for.
What is the diameter of the trilling hole?
You want to start small and gradually widen it until you hit the note you want, for both holes
