Reading the passage first will give give an elaborate idea on the tone and setting of the passage.
If you read the questions first your perspective will narrow down in the look for answers missing the small information which is extremely important for the answers.
So I'd say go for the passage at first.

Hey mam our passage always says to find a synonym of a particular word sometimes it is difficult to even understand the meaning of that word then how we can do such questions.

Find that particular word in the passage and next according to the context in which the word is placed in
Do the following:
-> Understand the context
-> guess the possible meaning of the word given in the question according to the context
-> Find the closest synonym of the word you guessed and select the option

One more trick is whatever difficult words are there in the passage underline it and then when it comes to synonyms and antonyms u refer the underlined words read the again and again and they u will goe to know
This trick will work 99% correctly according to me
