My theory on the ultimate strat in this: skip every auction but the ones for the train stations and dark blues, and then only spend your money on those properties (railroads because they snowball fast without needing houses; meaning you can spend more on them, and dark blues because they have a big return on investment and you only need two before you can start making early game houses). By delaying the game you should get more GO money and increase the odds you'll get the properties you want whilst everyone else pays extra for random properties. You can also bid on property auctions until you get to slightly above the mortgaging price, or well above the total property price if someone would be getting an early complete set from it (you can always trade it to them later when they really need it, or you at least prevent them from getting it for cheap).
