It's about timing. He also used the gene that pops bubbles for you automatically, so he could focus on spending the DNA as soon as he has it, and not missing any of it. He also used the Zombie gene that increases the chances of victims becoming zombies, giving him a bigger army to use. Most of his strategy is really simple, until you get to the part where you're moving hordes around. That takes some strategy. Notice how he focused first on abilities that let him move the biggest hordes possible, as quickly as possible, and THEN started upping their combat ability.

This a special plague so if you get the zombie before cure you can still win, preffered strategy is get DNA points then the zombies so you can get combat effectiveness to fight Z Com
