It's there to stop people cutting. If is wasn't there, it would be grass. If it wasn't grass it would be asphalt, and that would be used by drivers even if it 'wasn't allowed'. The simple truth is: don't drive on it, and if you HAVE to, 'slow down'.
@@djmohab2 You saw it. The concrete strip is a hazard. In a corner. When cars are doin 200+ mph. It's sheer incompetence on Indy. It's not like they aren't aware of the hazard. Roger Penske owns the track now. He needs to remove them.
