Have heard of some layers having a bugged respawn for the mob. If you don't see it after ~10minutes try to layer hop.
Make sure you have Sense Undead on!
People are also saying it must be Night time in game.

@BiblicalTRUTHToday As a Human Human/Dwarf Dwarf this quest chain will start at Duthorian Rall, he will give you the quest The Tome of Valor The Tome of Valor and Tome of Valor Tome of Valor. Read the Tome of Valor Tome of Valor and you will get the quest The Tome of Valor The Tome of Valor which simply requires you to speak with Duthorian Rall again.
Now pick up the next part of The Tome of Valor The Tome of Valor which sends you to Westfall to speak with Daphne Stilwell. She is located around the back of The Deadmines.
To get to her run down the southwest corner of Westfall and look around for a small road, this will take you directly to her farm. BEWARE. Speaking to her and taking the next quest The Tome of Valor The Tome of Valor will trigger an event where Defias mobs will attack both of you. You can easily do this, just make sure to Divine Shield if you need to. Healing yourself up in between waves with Holy Light, bandages and getting a few sips of water in for mana regeneration will also help you.

Hand in The Tome of Valor The Tome of Valor to Daphne when the waves are over and pick up the next part of The Tome of Valor The Tome of Valor which sends you back to Stormwind City to speak with Duthorian Rall. He will reward you with Bastion of Stormwind Bastion of Stormwind and the spell Sense Undead.
I confirm, appears at 9 realm time, use sense undead to see it, without it you cannot see it.
I think the time of day is key for this, maybe a night time spawn whatever is regarded as night time
only come here AT NIGHT
Got this in a raid of 6 paladins at 9:01pm server time however there was an issue with everyone seeing him. Everyone in the raid group needed to click sense undead after he spawned in order to see him. Also the ghost spawned a little south of shown in the video

Does not have to be night time and it gives a red circle when the mob spawns on your mini map with sense undead on I just got it at 4:24 am server time.
I spent an hour waiting around for this spawn. Had sense undead, talked to the person in IF, relogged, layered, tried everything and it never spawned. I got fed up and logged out for the night. Has buggy or something, I've heard lots of other paladins having issues too. Glad to finally see it actually exists though! Enjoy!

Spirit pats from where the Rune Icon on the map is to the location this guy is showing. i just confirmed it, i was sitting around at the kill spot and was like screw this ima check the other spot and looked at my mini map and found it patting its way around the lodge/lake.
Perhaps there are several spawnpoints and this location is one of them?
Why do you have the Key bags open?
Mob never spawns, even at night.
can some one comfirm is only at night spawn ?
