Drought has hit the jungle, and the animals are dying of thirst. Harty the elephant invokes the "water truce" which had always been in place around the river in order to allow the animals to slake their thirst. Only Shere Khan refuses to recognize the truce, prompting Mowgli to challenge him to a duel.
