I think that this version of Goku Black is as far from the original as you can get. Zamasu has literally nothing to do with this and Goku Black is still very much Goku on the inside.…just darker.

This was a different take on Goku Black, down to his very origin. This version of Goku Black is a version of Goku that lost everything; therefore, instead of being a hypocrite, he was a version of Goku that was the "Fallen Hero" trope. Dende was also killed, which is why he doesn't use the Dragon Balls. No Dende means no Dragon Balls to undo the damage.
What about the namkian Dragon balls they still there

I think what they were going for was that after this, the Goku Black in this video promises to wipe out anyone related to Vegeta's family, probably in the "Whatever it takes" mode too, meaning he'll do anything to wipe out any trace of Vegeta or his family which leads to Future Trunks.
Could be an half-ass reason from me, but I'd like to think that's the reason.

Think of it like this. His whole family died. His friends are killed. The one way to bring them back is also gone, AND he was betrayed by one person he truly respected, which, in turn, makes him lose all hope for humanity and mortal kind as a whole. Left and right, this happened all the time. However, there were dragon balls. This time, there aren't. Not a Zamasu-Goku takeover, but moreso Goku Black being the black in his heart finally taking root and turning him to the other side, despite having the love for those he cherished.
There's a reason why goku doesn't go to get the dragon balls and revive everyone it is because when vegeta killed piccolo and gohan he on he also killed denday which technically with The Guardian gone the dragon balls are no more So in retrospect the dragon balls are no more and everyone's dead

Important note for Goku Black: No Dragon clan Namekian, no Dragonballs... Dende was killed, and he was the Dragon clan Namekian in charge of Earth, so no Dragonballs... they would have to find New Namek, and the other fact is that the Dragonballs still have rules, like each set can only revive a person once, so limited number of revives.
Nope the Nemekian Dragon Balls have different rules their is no Revive limit on Parunga but He also can’t revive multiple people like Shenron can

Honestly I think the best Goku black origin could have been that Black was Goku's twin brother from an alternate timeline and do to Black's upbringing on the planet he was sent to he would end up having hatred for all of mortal-kind and would vow to wipe them out from the universe.

It's because lossing Chi-Chi in this way makes him realise that mortals only cause war and war causes death so the only remedy is a Zero Mortal Plan, plus no Dendae means no power in the dragon balls so no reviving the people Vegeta killed.

taking the story up to this point into account, the only 2 they wouldn't be able to revive yet are Piccolo and Krillin, since they've both died twice now. Namekian dragon balls can revive only one at a time, while Earth ones can revive multiple at a time. They'd of course have to find New Namek first in order to get those 2 back, but the Earth's balls can easily handle everyone else. Piccolo and Krillin are dead forever according to Goku, however, since nobody knows yet where New Namek is. His reaction is semi-justified.

I have to point out that after the battle with Frieza, Grand Elder Moori upgraded the Namekian Dragon Balls so they can revive multiple people in one wish.

My headcanon is this: Faced with his family's death, and the fall of many others, Goku's repressed murderous Saiyan instincts that laid dormant for so long have finally clawed free of his soul, manifesting him into a senseless black void that now knows only to fight and kill.
And all that hatred and malevolence is now focused on one target: Vegeta, the Saiyan who he thought he could call his friend, but is now nothing more than a careless fool, wanting the world for himself once more.
This is Vegeta's penance for the things he's done.....but the cost is too high, which forces Goku to take his life.
However....now knowing this rage controls him, he has been forced to take on the new role of a Goku who has nothing to lose.
His black heart has taken the rest of him with it, strong-arming him to now become Goku Black.
DMAN THIS VAGETA IS SAVAGE
I think a better alternative to this story is where instead of Vegeta turning on everyone, They end up losing to Kid buu, or at least, Goku barely escapes. Maybe he gets a last minute heal from dende or whoever else and manages to kill Buu, or maybe he retreats to yardrat as the Kai realm is destroyed, maybe trains, kills off Kid Buu eventually, but New Namek is destroyed while he’s training, making the death reasction reasonable and even more crushing for him. or perhaps saved by zamasu to use as a tool? Random thoughts trying to connect the two storylines.

I get what you mean there but no I don't think thats not what they're going for. It's more of a What~If Goku Black was good in a sense. I think the whole idea behind it is that it's still Goku inside, just not someone else who took over his body but of an embodiment of him that became a dark shell inside of him due to the overall factor of what we seen Vegeta, his beloved friend killing everyone because of his ego. It's wierd to to think that because normally in a sense like this, it'd be about revenge but that's not Goku, it's not who he is. He fights to protect everyone exactly what he did here except... it was too far fetched of Goku not being able to sense his ki yada yada yada, but this would more of a Goku Black regaining his life back. So.... reverse interdimensional into a alternative universe sort of ordeal? Soley because Zamasu does not exist here so just a thought really.
If I had to guess I'd say that it's probably an episode about Goku black the version that wasn't zamasu and was Mortal the entire time and who wasn't in the Zero Mortal plan

I think the reason why Goku didn't wish chichi, Gohan, Goten, piccolo and killion back is because dende is also dead and dende was the new guardian of the dragon balls but because that he's dead, he can't wish them back.

I think the dragon balls were broken and the reason for the extermination of humanity is REVENGE or taking his anger out on every single living being on earth
