Hes constantly fighting and the majority of the reason you use this ult is for the crazy attack speed boost which means more E procs. Legit felt like greif watching him go into fights get like 15 solid hits on people with no points in E
The only thing that is missing is pierce and at least give it leash or make the enemy cannot escape from the zone. In term of utility hands down time zone is wayyy better than chronos.
As a midlaner i'd prefer timezone>chrono. In timezone U don't need that much item to make a lot of dmg like chrono also ur teammates will get buffed while old chrono didn't give u anything just only stop time Chrono is good in lategame when void have a lot more item but for void mid with no dmg item i think timezone is better this Timezone makes void pos2or3 playable

It’s good when your teammates are all melee, which is a scenario traditional fv finds hard dealing with.
